The Illinois Council of Health-System Pharmacists (ICHP) supports the concept of a drug sample program to be developed by the pharmaceutical industry and administered by pharmacists in the ambulatory setting that provides appropriate trial initiation or bridge therapy. The intent of such a program would be to maintain sample availability and quality control for the purpose of providing appropriate trial use supplies for new prescriptions and assisting indigent patients, while ensuring every patient will have access to the services of a pharmacist.
The sample program must be designed to facilitate pharmacist interventions such as monitoring drug use and providing adequate written and verbal instructions to improve patient outcomes. Pharmacist services will help ensure safe, appropriate and effective use of the samples, including the proper labeling required by law. For these reasons, we believe the program sponsors must also provide fair reimbursement to the pharmacist for his or her services and any administrative costs associated with the program.
ICHP encourages the development of alternative drug acquisition programs including, but not limited to, drug vouchers, rebate programs, manufacturer- sponsored and institution-sponsored patient assistance programs.
